Qing Li, Director
Professor Qing Li is a Professor of Operations Management at the HKUST Business School, and the Head of the Operations Management group. He also serves as the Director of the HKUST Li & Fung Supply Chain Management Institute, a cross-discipline institute that aims to build excellence in supply chain management. From 2014 to 2024, he was the Academic Director for MSc in Global Operations (MSGO) program, which ranks #1 in Asia Pacific region and 10th in the world in the QS ranking of Business Masters programs related to Supply Chain Management in 2025. Professor Li’s research focuses on retail operations, revenue management in hospitality industry, supply chain management, and business analytics. In recent years, he has worked with global manufacturers, online retailers, startups, auction houses, social media companies, and logistics providers and hospitals on their operations problems. He has published his research in journals such as Operations Research, Manufacturing and Service Operations Management, Operations Research Letters, Naval Research Logistics, Production and Operations Management, IIE Transactions, and Management and Business Review, and has served as an Associate Editor for several journals above. His writing has also appeared in non-academic outlets such as Hong Kong Economic Journal (香港信报), The Paper (澎湃), and The Southern Metropolis Weekly (南都周刊). At HKUST Business School, Professor Li teaches courses related to operations management, project Management, supply chain management and business analytics at different levels. He has been nominated for the Franklin Teaching Award at the Business School. He received his degrees from the University of British Columbia, Fudan University and Tsinghua University.
Ka Mun Chang, Executive Director
Chang Ka Mun is the Director of HKUST Li & Fung Supply Chain Institute and Managing Director of Li & Fung Development (China) Limited under Fung Group, a Hong Kong-based multinational which comprises major subsidiaries in trading, logistics, distribution and retailing.
Mr. Chang is currently a Council Member of the Chinese Association of Hong Kong & Macao Studies, a Member of the Chief Executive’s Policy Unit (CEPU) Expert Group, a Member of the HKTDC Belt and Road & Greater Bay Area Committee, a Co-Founder of the Hong Kong Coalition, a Council Member of Chinese Society of Macroeconomics of National Development and Reform Commission of the People’s Republic of China and the Secretary-General of the China Economic Research Foundation.
Mr. Chang was a National Member of the Chinese People's Political Consultative Conference from 1998 to 2018. He was a Member of the Preparatory Committee of the Hong Kong SAR, a Hong Kong Affairs Advisor of the PRC, a Member of the Basic Law Consultative Committee of the National People’s Congress of the PRC, a Member of the Commission on Strategic Development of Hong Kong, as well as an Associate Member of the Central Policy Unit of Hong Kong. He also served as a Staff Officer of Hong Kong Greater Pearl River Delta Business Council and a member of Hong Kong’s Transport Advisory Committee.
